A specimen that leaves the United States and comes back is an import on the way home. It needs a declaration, a description and, where applicable, an import permit.
U.S. Customs and Border Protection officers at Detroit, Buffalo and Seattle area ports can inspect the returning vehicle. The questions are the same as outbound: what is it, where did it go, what happened to it, where is it going now.
